Can the NHL veto ridiculous contracts?

We all know how they intervened with the Kovalchuk contract last year for cheating the cap, but let's say that a team like Florida who has to spend to the floor gave a grinder a ridiculous deal for 10M just to take up space. This would be an obvious overpayment, but could the league - and would they - veto it?
